Sole Source Justification and Approval for the Realignment/Rerouting of Sewer line from W-8 Lift Station
Short historical summary of project:
1. The W8 lift station rehabilitation and sewer line rerouting project was originally funded under CNMI Public Law PL 12-4, with a budget fund amount of approximately $500,000.
2. Arch Structure Corporation (ASC) was awarded the original contract. A contract No. 445094-OC was issued in the amount of $329,400 on October 2005.
3. The project experienced design conditions which required rerouting of the proposed sewer line, which required funding greater that that which was available within the budget. Concurrently, the remaining amount of the funding form the original $500K allocation was de-obligated fr Power Generation during the time of the power crisis.
4. CUC has received $350,000 funding for completion of this project as part of the green portion of the Clean Water Act ARRA grant.
Sole Source Justification:
1. The original contract for this work was outsourced as a design/build, and ASC was selected bu CUC and the CNMI to perform both the design and construction.
2. The design portion was completed by ASC as well as 50% of the construction prior to the de-obligation of funds through no fault of ASC.
3. If the ARRA funds for this project are not committed under contract by February 17, 2010, the funds will be lost.
